As Islamic kingdoms expanded their dominion throughout parts of Europe, Africa, and the Middle East, Muslim rulers had to find ways to incorporate and deal with non-Muslim populations inhabiting their conquered territories. Because Jews and Christians were considered “People of the Book” – meaning they maintain the Bible as the foundation for their religion – they were given “dhimmi” status, which granted them protection while also requiring them to pay taxes and follow the laws of the state. The Pact of Umar is an example of a legal document that contributed to the standardization of the status of the “dhimmi” in Islamic territories.
